I really don't get what they were going for with this design. It's not even like they had Latias and Blaziken as a combined concept as Latias and Latios were already things at the time Blaziken looked like this.

They probably were, on paper. Then they refined it first into Latias then put the original as a placeholder for Blaziken.

Betashit stays betashit for a reason. Shit that gets created for one Gen, held back then adjusted and accepted for a newer Gen similarly gets added for a reason. They have a ruleset for what is acceptable a design to add, better still they create 3 times more design concepts than what they eventually add, specifically to weed out the "just fucking draw something" from the "this needs polishing and it's great/with a few minor tweaks, this will be added" and that also applies to "this doesn't fit for this Gen, but there might be potential in the design in the future" like Shellos got adjusted and added to Sinnoh or Beltiger being retyped and redesigned to become Spheal (as Pikachu's popularity meant no cunt would care about a cutesy electric ball with it on the scene). But it also co vers shit that gets rendered obsolete due to the shift in direction the series took (all the old Gen 1/2 beta designs ultimately shelved and obsoleted, as they couldn't justify them existing in a world that had evolved from the conceptualisation period they came from).
