This sounds stupid, and to some extent it is given how fucked the implementation is, but given the success of DQ9 before it (that almost certainly inspired it) and StreetPass working mostly fine even outside of Japan (although the relay system helped a lot) the fundamental idea was sound. On the other hand, Join Avenue from B2W2 has enough ways to work that even if the WiFi was dead like it was supposed to be you can at least make some progress instead of negative progress. I can say similar things about the implementation of ORAS's Secret Bases compared to anything in XY.
