When XY was new, I only watched his episodes since it looked like a new spinoff.
They were going to put him in the main anime, but it was better I think that they made a new character separate from Ash.

There's nothing to develop there, he's established as already and competent trainer. Unless you really want a fucking Solo Leveling sloppa, but I would rather prefer to have boiling iron poured into my eye sockets than watching that.
You could make like a prequel showing us Alain as a newbie and how he got where he is, but what's the point? Especially that Pokemon franchise is supposed to always sell new shit so going back in time would be very counterproductive to it.

Only self inserters would want Alain as a protagonist. Ash wasn't half of his age yet he had better judgement than this self centered egoistic hero wannabe. Ash is the type of person who does good things because its right things to do while Alain is the person who only does good things to feel superior than others.
