It's an inherently busted ability that when given to a usable Pokemon (Mega Mawile) runs risk of creating a new god tier mon. If you're asking why it has Pure Power and not Huge Power, something about the JP name for Huge Power is rabbit related but I don't know what.

There are over a thousand Pokemon. Why would it ever be considered basic foundational knowledge to be familiar with the abilities of every single one? None of the Pokemon in OP's post are massively popular or iconic, and many people will have rarely (if ever) used them in a playthrough. Why would anyone who isn't well-versed in the minutiae of Pokemon battling remember all three of those Pokemon's abilities?

I've played Pokemon for over 25 years and own a complete living dex. I have never used Medicham in my life, I haven't used Azumarill for over a decade, and I forget Diggersby exists as soon as it goes off-screen. However, I have never once in my life played Pokemon competitively, and haven't battled with anyone since the days of the Game Link Cable. I don't know any BSTs off by heart, I don't know what some moves actually do because I've never used them, and the only ability I ever think about is Levitate, because I know I can't just mash A for Earthquake when those Pokemon appear. I don't need to be familiar with most of the abilities because they're completely irrelevant when you're just stomping through the campaign with your starter. Pokemon is the best-selling media franchise in history, and there are millions and millions of Pokemon fans. It is hilariously out of touch to assume that all or even most of them play the games in the same way that you do.

I play Pokemon for the collecting aspect. I enjoy the dopamine releases from filling up the dex gradually and take pride in a well-organized collection. I don't care if a Pokemon is weak or strong, because I'm never going to get 99% of them out of Home ever again. I don't make sure my Pokemon have Smogon meta movesets on them, I don't care what their IVs are, and I don't max out their levels, because none of that is relevant to me. When someone collects coins, the most precious coin isn't generally going to be the one with the highest face value, because those coins are never going to be spent.

I hate how since Gen III they made Azumarill's shtick based around its supposed ridiculous physical strength, even though there's absolutely nothing in lore that implies that. It wasn't a thing in Gen II at all and in later gens it's just pure technicality with no reflection in its Pokedex entries or other lore.

One of the most idiotic Pokemon design decisions ever made.

I started playing Pokemon before abilities even existed. They aren't fundamental parts of a Pokemon's identity, to me. One of my favourite Pokemon is Lapras, and I haven't used it in a playthrough for years and years. I have no idea what ability it has. You could give it any ability you liked, it would still be Lapras and I'd still like it - I liked it before it had an ability at all because it looks evocative and aesthetically pleasing. Why is it so hard for you to understand that not everyone shares your ideas of what is and isn't important?
