If I recall right, she wasn't initially intended to be a main character in the anime, but rather someone that would appear now and again (her going to school would make it easy to explain her regular absence). As such, there wasn't a concern to make her relatable to the audience in the sense "everyone loves Pokemon and wants to catch a whole bunch". It feels like she was initially intended to be a foil/counter-balance to Ash/Goh's enthusiasm and over the top attitudes.
PM19 had quite a bit of staff turnover though and I believe it was a higher-up that basically demanded she be made a main character, and thus required a retooling of the character (around the time Eevee was introduced and given to her).

This is where I lost interest in her character, though. I enjoyed her, I guess you'd describe them as, "annoyed" reactions to Ash and Goh's behavior and remarks. It was funny, and it was a different kind of character dynamic that the anime really hadn't done before.
Then they turned her in a generic, happy-go-lucky Pokegirl to shill Eevee and at that point, she became incredibly bland for me.
