They're just an arbitrary roadblock for certain pokémon because of RPG shenanigans
The games were designed with the idea of kids having fun exchanging information, rumors and of course pokémon. So in this case you'd wonder as a kid how the fuck you evolve Poliwhirl into the Poliwrath you saw in the anime, and one kid in the playground will tell you to use the water stone on it (or well often the anime itself would tell you how to evolve the pokémon)

I don't get it. Am I missing something? They're very rare radioactive rocks filled with magical energy the same kind of magical energy that Pokemon release and use when they evolve.

They're rare because they can't be produced or made by people and are only found in the harshest of environments. For example Fire Stones can be formed via magma or lava or volcanic tundra, Water Stones via strong ocean currents or deep underwater pressures. Thunder Stones forming from the smouldering remains left over from lightning strikes or inside power plants producing mass amounts of electrical energy. Few other more interesting ones and much rarer ones like Moon Stones being formed from inside the impact craters of rocks and meteorites that fell from space, Dusk Stones seemingly being formed from moonlight or ghostly energy..

All they do is instantly overwhelm a Pokemon that have the right dna that match the kind of energy inside the stone with magical evolutionary energy forcing them to evolve instantly. Not all Pokemon carry this dna and only a small number do but if it's a match then they will evolve upon expose to these stones.

While most of the time it is very rare for wild Pokemon to evolve this way due to these stones being very rare and hard to find in the wild it is possible, just again a rare situation.

Anyway that's probably the super nerdy lore reason and I don't see why anyone would disagre but of course the real gameplay reason is to prevent your Pokemon becoming too strong earlygame

Moon stone notable allows you to do exactly that with Nidorino.
If that were the reason they'd just have the mons evolve at a high level.

Tbf that was Gen1 when they had no idea what tf they were doing most of the time and the entire game had almost zero balance

That and if you did evolve it early like before level 20 you would only learn one level up move

As for the rest of the stones let's make it up

Leaf Stones; Formed from dense vegetation and plantlife in jungles and forests

Sun Stones: Sometimes found after bright, clear cloudless days. Sun stones are very rare to non existent in the Galar Region

Shiny Stones: Mostly unknown and one of the rarest stones. Some have been found in areas Fairy Pokemon gather, making some think they must form from large amounts of Fairy energy although these stones are said to also exist in universes in which the fairy type does not exist.

Dawn Stones: Another one of the rarest of all the stones. Believed to form only during the most golden and beautiful of sunrises.

Ice Stones: One of the most common stones. Easily found in cold areas and regions during and after snowstorms. Can also sometimes be found deep in cold and freezing caves.
