There is no excuse for using these unless you're speedrunning or something. Even a 6-year-old who only trains his starter and spams the same move can finish the game without using these.

Learned by the bulbasaur, paras, bellsprout, and tangela lines. however of those 4, 3 of them learn it at level 30+ (earliest of those is bulbasaur at 34), and bellsprout is exclusive to blue.
it's also admittedly only raises special, instead of both attacks, which means it's on par with an X item
