It's definitely not canon to the series currently, as they refuse to mention it in any capacity, whether it be met locations or ribbons. For met locations, there have not been any refactors for any of those but they really need to refactor a small amount of them if possible (ex: making Pokemon specifically from the Sevii Islands show a met location there assuming the location IDs are still saved for routes, removing 'distant land' and replace it with Orre, figure out what to do with 'Lovely Place' IDs like if an ID is Hayley and Lovely Place is the met location, turn the met location to "A Pokemon Ranch" instead, etc.). While I'm on this rant, I would also wish for ORAS specifically to have a different origin mark as these are the only two games in the series that take place in a different region and didn't get an origin mark since I guess the idea was to have origin marks originally show gens, this would just be for all Kalos origin marked Pokemon with a met location from Hoenn, that's a different origin mark.
For ribbons, they've changed descriptions, IDs and titles multiple times and since the Earth Ribbon and National Ribbons are legacy ribbons from gen 3 that got promoted since there needed to be some unique ribbons used I see no reason why in the descriptions that you cannot explicitly name drop 'Mt. Battle' for the Earth ribbon or tacking on 'in Orre' at the end of the Nation Ribbon description. Either that or refactor the ribbons again into different ribbons entirely (Earth Ribbon -> Mt. Battle Winner Ribbon and National Ribbon -> Pure Ribbon) or, if they don't want to have them at all, shove them into the Battle Memory Ribbon tallies like they did with the gen 3/4 Battle/Contest Ribbons.
Orre should be canon and I feel like it isn't because GF is jealous that the devs of Colosseum came up with such a cool idea first.

I think the way fans think about canon is actively detrimental to their understanding and enjoyment of the series. This is true for many series beyond pokemon.

This is exactly what happened with Passio, which was originally intended to be Pokeitalia, but GF ordered it modified because they want to make their own version of Italy.

I think GF wants to try a California-based region, but needs to bury Orre in oblivion. They try, but their fans won't allow it, because even though they are few, they are loyal.

Even if they do, it wouldn't make Orre's existance impossible. They are never going to make a concrete world map, and regions aren't proportionally accurate to the size of the locations they are inspired by. They could make another arizona region right next to it and nobody would bat an eye, not like they have any world renowned landmarks like the Eifel Tower that they blew their load on.

I understand they don't want to waste the most globally recognizable places on spinoffs, especially mobile games that may not take off and then they'll be stuck with some obscure region from a dead game, but that still pisses me off. Do they have any active plans to use it? Probably not unless it's for gen 10. Are they running out of cool places to use, even in Europe specifically? No, they could still do Greece, Scandinavia either as individual regions or lumped together as the cold viking region like Paldea ended up being Spain and Portugal, and Germany before you get into less popular countries. Even at 3 years per generation and squeezing several countries into a single region that'd take them 9 years to go through, and it turns out Mastersex is doing just fine so who cares if one of their big tourist destinations got used for one of their big moneymakers instead of a mainline game They might not get to this decade? If anything doing less popular countries would be a good opportunity to teach kids and themselves a little more about those places.

I don't see why they can't just rework the region while keeping some of the locations and have that action of reworking act as a formal adoption of the region and the progress it has had from being a mostly inhospitable wasteland to something worth visiting (at an in-world sense).
Maybe we'll get lucky and it'll be the third Legends game that shows this progress.

The sequel includes part of the state of California on the American side and the states of Baja California and Sonora on the Mexican side.

But ignoring that, GF probably wants to focus on the entire southwest coast this time and not just one state, as the new consoles have more potential and the existence of Orre gets in the way of those plans.

In the hands of a more competent/passionate team this would be awesome. We could have like 200 new pokemon and an actual gym for each type, they could diversify the region's environment as much as they'd like and it'd still feel right, and there'd be plenty of room for side activities and exploration.

No, the fact they coded the games to expressly rule out colo/gale being canon in any way in Gen 3 should have told you that.
I also find it hilarious how badly you bastards dickride that shit, when it suffers from ALL the fucking complaints you sling at the core games today, but you grew up with one thus ignore the flaws (which is why the series is STILL doing gangbusters - kids ignore what adults consider shitty graphics). You also ignore how both combined could barely sell 4m (meaning a shitty rushed rehash sold 3.6m more than it in a shorter timespan) show ing evben among shit-eating kids, there were PLENTY had the sense to not hound their parents for that.

I like Orre, but Game Freak will never acknowledge it. What I really want to see in a Legends game is Shadow Pokemon. They don't have to be very different than Alpha Pokemon (although I'd make them look distinct), but they need to have actual lore and a purification mechanic.

I never really played Go, but apparently that game handled Shadow Pokemon pretty well. It even incorporated something (Purified Gems) akin to PLA's balms.

As a concept, Shadow Pokemon debuted in the TCG (under a different name) in connection to Team Rocket. Even the connection to Celebi didn't originate in Orre, but rather Movie 4. What Orre really introduced was snagging, even making it a profession. That part will probably never show up in a core game.

YES! Referenced? Wes or Michael in Masters or anywhere would be cool. Colo 3 would have been killer but that ship sailed decades ago with Battle Revolution. I'd be terrified if it happened now.
