I bet Pokefags are okay with it now being weak to Close Combat while still being slow.
If I were to make any changes to Luxray I'd increase the speed stat and give it more physical moves. I'd also create more physical Electric type moves and have Volt Tackle no longer gatekept to Pikachu.

Now it's much better for a playthrough.
