Going by GameFaqs release dates, Crystal hit Japan December 2000 while TCG 2 was April 2001. I wonder if TCG 2 had a its own development hell situation given the first game released in 1998, considering that game ALSO recycles its existing map but in an even odder fashion than GSC.
