Spicy extract is a fairly versatile move.
If your team has speed control then you could spicy extract your teammate and pick up a ko, or if you're missing out on a critical ko you could use it on an opposing special attacker to put it in range of your teammate.

You're supposed to run it with either of the Weezings in VGC. It isn't really good enough to be worth it but it's still the fastest Spore in the game. Alternatively he could have had the same speed stat as Breloom and a different ability, but the convergent evolution mons have identical stats to their counterparts, so the actual purpose of the ability seems to be ensuring the rules they'd set for convergent pokemon weren't broken while allowing one to learn Spore.
