Dwebble has a lot of competition at the Desert Resort and with route 4 being in the way of it. If you're going all the way to the Desert Resort, you're usually only going there for a fossil, Yamask, Sigilyph or even Maractus. Dwebble just doesn't provide much more than all the other Pokรฉmon you've encountered by that point, and Crustle in general has some of the worst fully-evolved base stats available in those areas.
I think he looks cooler without the shell, but the shell is nice too.
