Empoleon is my favourite Pokemon and I am happy with the special attack focused stats. Yes the design works as a physical attacker too but Napoleon was famous for his expert use of cannon fire. Thematically works best as firing cannons first but can defend himself or go in for the kill at close range too.

Have you seen it in Pokken? It uses Hydro Cannon to propel itself as a backward tackle. It's pretty good implementation of it as a special attack used as a physical attack.

Torterra looks fine being special but it would gimp his move set heavily.

You posted the wrong pic, OP. While it's true that Empoleon looks like a physical attacker, it used to be a very competent special attacker and late game pinch berry sweeper thanks to its access to the much more powerful hydro pump over waterfall and grass knot for coverage to hit other water types. I'll admit that a GATR TIME set (SD + STAB aqua jet) would've been cool as a potential upgrade to Feraligatr and Kabutops.

Pic related on the other hand was an incredibly mediocre pokemon from the start. Sceptile has always been held back by its special attack and barrel special movepool only for Game Freak to double down on its problems by giving its mega even more special attack and a dragon typing (and no draco meteor) that hardly even fits it. Seeing it receive both unburden and acrobat was massive insult in gen 5.
