BW is really interesting because it sort of has a GSC-style second ending. Yeah you could just quit when you beat Ghetsis, but you're not even the champion at that point. These levels feel like it was meant to be intended design as well, although I can never be sure. Also, interesting that you picked half early game Pokemon and also the pseudo that you can't even get until you beat the game instead of the one that evolves at level 50 that you actually can catch. But I get it, Hoenn doesn't really have many end-game Pokemon really, discounting legendaries Shoal Cave and diving is about the most variety you get while Unova is introducing new Pokemon in Victory Road for fuck's sake. But that just makes the Bagon line an even stronger parallel to BW with extremely similar availability.

They knew how to handle late game evolution reasonably as far back as GS and arguably in RB. Just have the pokemon show up at a low level for the route. Larvitar in GS and arguably dratini in RB did this and their future proofed just fine. All you had to do was put some extra time catching them up to your team level wise. I donโ€™t know why they reinvented the wheel in the dumbest way possible for Gen 5 in this regard. Now vullaby will be stuck in a diaper longer than it takes for a cosmog to become a solgaleo/ lunala.

Hoenn is incredibly linear, the only non-linear parts are where you get to choose how to backtrack to certain areas, most notably reaching Mauville after surf which is about the only time you can visit a new area (which doesn't contain many if any new Pokemon and only a few battles and items, but lots of atmosphere). Hoenn does have a few optional areas, much like Unova, such as the aforementioned Abandoned Ship or the later Shoal Cave, but the most non-linear part of the game is also the worst in terms of encounter and map design with the exploration not being super great. Hell, the best thing you can do in that segment of the game is on the straight line part that literally forces you to go in one direction, something which is far less effective in the Unova version. If you like Hoenn's encounter tables going to shit at the end of the game that's fine, the rest of the game mostly makes up for how bad the end of the game can be. But Unova is more consistent, which does lead to weird stuff like the high evolution levels which you'll mostly surpass by the time you hit the two final battles anyway (except Deino because I dunno they wanted Ghetsis to be a big cheater or something).
