It baffled me the first time, too. Whenever you participate in the Driftveil tournament again, your Pokémon will all be set on level 25. It's just that, when you have to obligatorily participate in it during the main story, the game doesn't do so - but it does lower the opponents' levels to 25 anyways. I suppose the devs made it so that little kids don't get stuck on this part.
