ORAS had Hoopa rings that were, for the most part, in random locations, though a few did make sense, like Heatran and Lugia.

Gen 7 pulled Alternate Univer bullshit

Gen 8 simply threw them into a rougelike Raid Boss rush

Gen 9 had a guy giving out snacks.

I hope Gen 10 gives an actual lore reason for why returning legendaries are there outside of "it's just there".

4 and 5 did this too but to a lesser extent (birds and event-locked regis in Pt, l@tis, cresselia and heatran etc in bw2). by 6 there were just too many, and you couldn't simply migrate them from the DS games if you wanted them on your vgc teams

Gen 5 actually gave valid reasons for most of them. Like Heatran in Reversal Mountain or Cresselia on Marvelous Bridge. Imagine if they were just there without any side quests.

Also I've seen way more examples of Gen 6 blaming other gens.

Game Freak does not want nor put the effort into letting players obtain more legendaries through breeding or other repeatable methods, yet at the same time they make them version exclusive, let them in official tournaments, and still want them catchable in later games without the need for transferring.*
It started in Platinum. Back then, they were just scattered about in the region. For some it felt out of place, but there was an effort into giving them some cohesion with the setting than what came later.
ORAS's Mirage Spots were the shifting point mixing both old and new, and as of USUM, all this backtracking converged into whatever gimmicky feature they want to dump in, leading to legendary landfills such as Ultra Space Wilds, Dynamax Adventures, Ramanas Park, and Snacksworth. I would not be surprised if this happens again in Gen 10's DLC by either having Snacksworth return or making yet another dumpsite.

*Referring to legendary Pokémon as a collective. There are exceptions to each scenario.
