Too much design overlap with two, maybe three other Pokemon they liked better. Like the water starter having a shell is bad enough, but there's also a shelled bug type they liked as well, on top of a shelled water type fossil that's slightly shield like and probably only knocked it out of contention by being a water type and them wanting to not have a billion water types because Gen 5 was the first time they gave a shit about type balance remotely. Not surprised they cut it, but I'm also not surprised they kept it around and tried to make it work for a little bit before giving up.

Honestly one of the only beta lines I think had good potential with some design tweaking, better starter potential than the rejected gen 2 water starter line.
