If you genuinely want some fan games (since you mentioned Clover, a rom hack) I've enjoyed these ones. Note though that usually fan games will still have some canon mons as well as some fake regional forms rather than 100% pure fakemon

Pokemon Flux just dropped its episode 2 update, which has 75% of the game or so and a level 60 cap. From the same devs of Pokemon Uranium, another worthy option
