Is DP base set the worst TCG set? Like it's filled with Sugimori's stock artworks, what are other bad tcg sets?

Generally speaking, the first set of any new block tends to have an excess of bland cards so as not to overwhelm new and returning players with Dusknoir Lv.X tier text boxes.

Anyway, Ex Power Keepers was considered pretty underwhelming at the time, being that it was essentially a catch-up set for worlds.

Ex Delta Species should get a mention because of pic related, which led to a premature set rotation and a non-apology apology. I recall the largest Regionals in the world in the Holon Engine meta having something like 11 different decks in the top 16. Later they would solve soaring prices for unassuming but game-defining cards by issuing them as League Promos (e.g. Uxie LA, Spiritomb AR, Claydol GE).

Ex Deoxys holos, I think, still have a reputation for being bendy.

Neo genesis had that issue, Sugiart just lazily slapped onto a background in most cases.

To be fair though the Neo Genesis era was the peak of Sugimori's artwork. It's the best he has ever done.

Unfortunately it's been down hill from there in regards to his talent.
