Psyduck's hands aren't flippers, at least not in the same way that a penguin's is. Delibird is a more traditional penguin.
Anyways the mass majority of these are baby Pokemon, with a few exceptions(Chansey and Bellossom both came from Gen 1 lines that also had arm nubs so I'm willing to let up. It's the originall Pokemon with arm nubs that are a bit more of a problem.)
