You don't even have to invest in its defenses to out-bulk Pex. You can run 252 Spa and 252 Speed with an Ass Vest and soak more hits than Pex. Physically it's very bulky too, being able to soak repeated strong neutral attacks.
At 110 HP, it only needs 172 HP EVs to hit the coveted 404 HP needed to hit 101 HP substitutes. That would make it able to completely stuff Stall, especially if it gets Scald and Dragon Tail.
>130 SpAThis is huge on a Pokemon with access to Hydro Pump and especially Draco Meteor. That STAB combination is only really stuffed by Ferrothorn, but even Ferrothorn isn't taking that repeatedly. Ferro is going down in 3 switches even if you only have Stealth Rocks up.

>DrizzleAt this point it's just a sidegrade to Kyogre. It's bulkier on both the physical and special side while being slower and with only 20 fewer points in SpA. But Kyogre WANTS to be slow to underspeed Groudon, with people sometimes running level 99 Kyogre in gens where Groudon is very common. The only thing holding Goodra back in comparison with Kyogre is its Dragon typing in Ubers which is filled with other Dragons just looking to drop it.
