They made sure to fix that with Empoleon. Every starter from gen 4 through PLA had at least 100 special attack, and the one that didn't in gen 9, Quackwhatever, bombed.

Torterra? Serperior? Chesnaught Incineroar? Rillaboom? Cinderace? Hisuian Decidueye?
And for Gen 9, Meowscarada doesn’t have it either
