Give it both Rock Slide and Rock Throw in Gen I, then expand it over the Generations to include Rollout, Rock Blast, Power Gem, Rock Polish, Stealth Rock, etc.
Maybe swap out Rain Disk for something like Solid Rock too. Mega Blastoise can probably keep Mega Launcher, just make a new Rock-type move that's a Pulse.
I know all this make it a bit too close to Carracosta, but if Blastoise had this first, just change up Carracosta. Maybe repurpose the scrapped turtle design from the leaks.
>Sceptile: Grass/ElectricHear me out. Electric would be thematically fitting to Sceptile's nimble design and high Speed stats. Make those yellow seeds on its back store yellow electricity.
Right off the bat, give it moves like Thunder Wave, Thunderbolt, and Thunder. Then in later Gens, moves like Volt Switch and Electro Ball.
It'd fit well with the Hoenn Legendaries, too. Groudon's Drought boosts Blaziken's Fire STAB, Kyogre's Drizzle boosts Swampert's Water STAB.
Then you'd have Sceptile able to fire off 1-turn Solar Beams in Drought and 100% accurate Thunders in Drizzle, making it more neutrally beneficial with the Legendaries.
Swap out Unburden for Lightning Rod or some other ability. For Mega Sceptile, give it Regenerator since it's whole gimmick is rapidly regenerating its tail.
