Onix is faster and has bind. Also 35/160/30 bulk is comparable to 40/100/30, especially in early game when both of them either die to SE special attack anyway or tank your rattata's puny attempt to be threatening.

What people are missing is its incredible defense, it's basically a wall that requires you to level your Pokemon up enough to where they will learn special moves. Shit like tackle and scratch do almost nothing against it.
