Its name (Sounansu) is used for so many jokes in the anime ("Sou" roughly meaning " Yes" or "That's right) I can't imagine how badly the dumb is circumcised by having a completely unrelated name. Unironically one of the funniest characters and it only says one word.

That blue guy was my favorite character, specially because how gradually Team Rocket considered him more as the 4th member of the team rather than just one of the battling Pokemon

I've been tuning in and out of the Johto uploads on youtube and he does a LOT of shit in that era, gets entire episodes focused on him and is genuinely funny, the shenanigans he gets into and the way the rest of Team Rocket always react to him is good stuff. It's sad that he just became kind of a background guy the longer the show went on, it felt like 99% of time his presence wasn't even acknowledged anymore and he was there just because he was a sort of legacy character. Seemed like he might be back in form at the beginning of XY but that sadly pettered out fast.

It's weird because we know from the leaked localisation stuff for the games they generally tried to keep the meanings of names like that intact, but unless there's something missing for the documents they just straight up didn't bother for Wobbuffet and there were seemingly no notes from the japanese side either. I think english is the only language that didn't either.

I think it had to do with him being the new kid on the block. This was the generation Wobbuffet was introduced, and it gave the anime a chance to shake up the TRio's dynamic. But after Johto, the "newness" wore off, and I think the writers realized they had to push him to the background (while still being visible for quick gags), because someone probably realized Wobbuffet in the anime was just too OP and it would make episodes harder to write/resolve if Jessie could just rely on Wobbuffet's Counter/Mirror Coat moves to stop Ash and company from messing up their heists.
