I fully believe they designed Tinkaton as a single stage evolution, but wanted to shill it, and remembered most people don't care about single stages.
So they retroactively added two "baby" forms that look half-baked just to call Tinkaton a 3-stage pokemon.

Because lore-wise, Megas are for Pokemon who've already reached their maximum evolutionary power. That's why people seethe about them nowadays, because mons that could get evolutions that redeem the line in this day and age of powercreep will never get them without a regional replacement.

GameFreak was glad everyone completely missed the point of Dunsparce because it allowed them to utterly clown on idiots who thought they'd turn it into a Magikarp Clone where it suddenly becomes a badass dragon, if people were actually savvy to the internal workings of the concept then we'd never get a Dunsparce evolution, like how we were cucked out of new Eeveelutions because every idea GameFreak came up with was too similar to a pre-existing Japanese fan design.
