Nintendo are the root cause of dual versions (Miyamoto telling Tajiri his trading idea would be best encouraged by two distinct versions). They're also the ones who fund the games, TPC have no input whatsoever into production, beyond what they get contracted to work on the games (like providing models, translations, other minor production shit).
Funny how the one company that earns the most off any individual new pokémon game release continues to fund dual versions, remakes and other titles in the main series, when they get publisher's cut on every release, 1/3rd the profits generated by TPC during any Generation, both in particular and in general and 100% of the proceeds of each and every console system sold alongside a pokémon game release. TPC WISHES it was Nintendo. But they'll never be, as long as they have a boomer who doesn't understand the modern era ("i think switch will fail because people liek mobiles").

In all seriousness, the lack of dual versions IS a sign that this is fake as hell. Especially in a game that's meant to improve multiplayer aspects to the point where it's a light MMO, the most basic "this is how we encourage Pokemon trading, by making version-exclusive Pokemon that certain players MUST trade for in order to obtain" idea will absolutely be present.

Not to mention it's piss easy for Game Freak to implement for some quick and easy bonus sales from no-life losers who have nobody else to trade with AND no internet access, and have to resort to buying two copies of the game.
