Out of the entire franchise, no. It’s a KANTOOOO Pokémon, was on Ash’s team, and was even considered valuable enough by game freak to get a battle transformation form.
However by the standards og Genwun Pokémon it’s probably in the bottom 1/4 in terms of popularity.

What kills me about kingler is the color scheme. Both its sprites and official art already fail (imo) to convey the real size of the larger claw, it just feels like it's closer to the camera, not actually that much bigger than the other. And even then it's such a bland color scheme that I can't help but not to care about it. A much stronger shade of orange, or even straight red like scizor would help a lot in making it stand out. You could even makd only the big pincer a brighter red, to draw attention to it.

Did it ever get decent moves? That was my biggest disappointment with it, that I couldn't actually use it because it had a shit ability and nothing to use on terrains. Not even steel roller (which I think loses STAB before removing terrain because of mimicry), fucking hell.

On design merits alone I like it better than og stunfisk.

No, but it hasn't shown up since it's debut. They seemed to intentionally sabotage this mon, for the... laughs I guess? Which is infuriating because it was never going to be very good in the first place with its BST and statline. I think the mains sins are:
1. Locked it into an ability that is mostly detrimental since it has a great default typing and can't set any terrains itself. If you pair it with a terrain setter, it'll usually just become the setter's type, making it redundant.
2. They changed it's primary attack stat to physical, without giving it any Steel physical moves. It's strongest Steel moves were special, plus Terrain Pulse, which could synergize with it's ability, was special. It would have been literally better off if it kept Stunfisk's statline.
3. They also switched it's best defensive stat from Special Defense to Physical, so now it's directly competing with the likes of Steelix whereas it could have been the most specially defensive Steel/Ground type.

It also missed out on moves and abilities that seemingly could have worked for it, like Jaw Lock, Steel Roller, any Terrain move, Iron Barbs, Arena Trap, even Sand Veil lmao

I get that it was always going to be bad but they really fucked it over every single chance they got. Snap trap should have been a steel STAB that changes type to match the active terrain (if any). They should have kept it specially defensive, they should have given it the moves that set terrains. They could have done so many things but decided not to and then erased it from existance anyways.

Yes! Azumarill stayed in my party through my whole playthrough of Alpha Sapphire! After catching Deoxys, I just shiny hunted and spent a good amount of time trying to get a shiny Marill just so I could have a shiny Azumarill.

Was very fond of Wobbuffet way back when. I like those gimmicky mons that can't fight normally.

I like trickster fey. A little fairy who steals keys resulting in people constantly "losing" their keys is really cool to me. I honestly think Klefki is one of the best Pokemon and its detractors are just edgy zoomers who want to pretend they've been playing since gen 1 and think hating newer designs is a way to "prove" it. My top 20 would mostly be gen 1 because of nostalgia, but Klefki would still make the cut.

Also Sinistea/Polteageist are basically perfect designs as well but I don't think anyone has a problem with those. I just think they should be acknowledged as top tier designs coming from a later gen.

The series roster of insects is pretty disappointing honestly, so much of the type is dominated by beetles and butteeflies/moths. There's a severe lack of grasshoppers/crickets, bees/ants/wasps, and flies.
