Objectively speaking, this is not a mega evolution. When a Pokémon mega evolves, it passes to a major stage, whereas Dragonite is literally regressing to its middle stage
it looks like a dragonair was going to evolve but you pressed the B button leaving it stuck in an awkward stage between dragonair and dragonite rather than a powered up dragonite

objectively speaking, people have disliked dragonite since 1996. his sprite only looks good in red/blue (not red/green) because he's menacing. every later game, he looks goofy and retarded, and since cross generation evolutions were introduced, people wanted an alternate evolution to dragonair. i would've prefer that too but this is an apology 29 years in the making and while it's not certainly perfect (the head wings should be smaller and the back wings should be gone, and i would prefer the legs be gone too so he becomes serpentine again. maybe recolor the horn too?), it is an improvement over dragonite's base design by leaps and bounds.
