If TPC locked in they could release more legacy media with "hacked in" features like unlocked e-reader games for their GBA games and even emulate the connection between gamecube games and gba games.

Never mind the side additions to the Gen 3 games you mentioned (e-reader) were to shill Nintendo peripheries which failed to find a market outside Japan (where communication features such as they were more easily supported than in the technologicaly inferior and spread out western comms set up) and something tells me Nintendo would rather another expensive periphery failure not be highlighted, by an official "hacked" run environment with the periphery bait accessible.
