The mechanic adds +100 to anyone. This unbalances the ratios pretty quickly if you limit yourself to BS. Mega Garchomp has more BST than Dialga, so it's not necessarily more relevant.

Wearing the Mega-Gem should be seen as a handicap that compensates for the excess stats gained.

I get that, but the dex entry says that Aerodactyl's revitalized form is significantly weaker than it's original form, that it used to always be as strong as it can momentarily become when mega evolved.
