Maybe Gen I. In retrospect, Kanto is the region that lacks its own identity the most, since all the worldbuilding went to, well, building the world instead.

For a Game Boy game with extreme text and graphics limitations, it's actually really good.
It's easy to take it for granted now since Pokemon is such a ubiquitous concept.
The capsule technology, PokeCenters, the PokeDex and PC were brand new concepts and the idea of an RPG where people coexist with monsters was very novel. They show monsters walking around in towns, blocking roads, and in zoos. Every piece of NPC dialogue that's not a game hint is explaining something about the world. Plus every monster has a lore entry.

It's not fucking Ringworld but I'd say compared to later entries, there's way more of an attempt to think about what this world would really be like rather than making up shit like Arceus and Area Zero.
