According to the Teraleak, originally in the post game of SM you were supposed to help create the gyms for Alola now that the league is up and running, he was one of the characters you would recruit to be the Dragon-type gm leader, I think his badge was the Determination Badge or something like that.
I recall Ilima, Sina/Dexio, Guzma and Plumeria were some of the other gym leaders and that the gym badges were names of emotions/feelings and not to do with the type, I don't remember.

He's likely just a leftover from that.

That would've been so much better than what we got. Trials/totems were just gyms by another name where half the time the challenge was "battle this trainer" while the other half are simple things like get to the boss or a fetch quest, not even a puzzle here and there, and the leader was just a big pokemon + the minions they'd call in to fill out their team. If that's the limits of their imagination for things to do in the pokemon world then we may as well have regular gyms too where at least each one has a unique dungeon and by the end leaders have a full team.
