iirc you'd become whatever Pokémon you happened to be close to at the time, the Rocket gas temporarily disables the pokemon's minds (which has the side affect of making to wild and feral), which makes them blank slates to be possessed by the nearest human.
Its like the Sync machine from SV with extra steps.
