I think you make a compelling case I've never given thought to before. In that sense too it's rather lazy how neither White Smoke nor Drought display any consideration toward these underlying thematics. Lots of passed up potential here. Unfortunately that probably applies to much of the Hoenn dex. Out of all of these I think only Tropius ever got its due, with Harvest.
