Goldeen's Japanese name (Tosakinto) doesn't seem to be gendered but since I'm not Japanese it's possible it has a connotation/vibe I'm not picking up on. But either way Goldeen is obviously drawn as feminine while Seaking's name is masculine in both languages.
I can kinda see Seaking's design as being gender-neutral if I try, like if you ignore the connotations of its name, but there's no way to see Goldeen as masculine.
