Because if you reframe it along the lines of him wishing to become the master of a new world, it becomes clearer why his mentality and behavior is more focused on insidious takeover and sociopolitical restructuring that it is nihilistic metaphysical destruction as with Cyrus.

Cyrus wanted to restart the universe and rebuild it from the ground up. Lysandre wanted to level the world's undesirable elements to expand his empire.
