It's not a case of flop, it's Masuda using his position as a member of the old guard to keep Psyduck and Golduck as is because they're already "prefect" in his eyes. They don't need regional replacements, convergents or Megas, by that virtue.

I always hated Psyduck since the concept of constantly having a headache seemed horrible and just thinking about it kinda gave me this, like, sympathetic hypochondria or something. I guess Slowpoke is kind of a similar concept, like a dopey-looking mon with Psychic powers, and I've never been a huge fan of it either, but at least it's not canonically living in constant pain. I guess because of memes the "slow" aspect also feels a bit relatable for moments when it takes you way too long to realize something.

I'm positive the majority of the people don't feel that way about Psyduck since my feelings about it seem like a very specific bit of childhood neurosis, but either way I'm glad Slowpoke's the one getting attention
