Same as White Forest. The shorter it took you to beat the main game, the more alive that location is. I took too long to beat Black 1, so I got the lowest one with just the Pokemon Center and I think a few more NPCs. With Entralink you could make it bigger if you owned the other version.

All you can do there is fight trainers with mons you don’t find elsewhere and buy some items. Problem is, once you start the game a timer (like 2 weeks?) runs, and NPCs start leaving until the city empties. If you get there too late, it’s useless. The only way to reset it is to Entralink wireless with someone else playing White.
