Note that they mention Mega Evolution and Mega Blaziken/Totodile/Pikachu were the only Pokémon revealed implying that only Z-A related starters are going to be featured.

Pikachu is the worst choice aside from Luffy being immune to electricity which is the correct type of anti-synergy. Luffy's Pokemon would be stretchy (Breloom, Mega Mewtwo X, Hitmonlee in a pinch), all about freedom (there's a huge variety here), or a silly little guy (again, huge variety). Breloom fits two of the three categories (not really a good fit for freedom), and I'm sure there's a lot of overlap in the latter two categories but I can't be fucking assed to name any.
