eh, feels like a worse silvally in that regard. silvally is nonex, does 120/140 in the time it takes umbreon to do 80, and if you run eevee ex to bump that 80 to 110 then you're at an immense disadvantage if you go first and can't evolve turn 3 since eevee is liable to die turn 4.
and that's saying nothing of silvally's flexibility due to being colorless. umbreon is dead in the water going first, silvally can cop an electric energy from zeraora and actually be better off than it would be going second.
