You become a regional champion and decide to restructure your region because you think it was too easy, some toddler-level walk-in-the-park bullshit.
Of the known regions, which one do you take the crown in?
You have to keep 1 member of that region's native E4, or the equivalent, and can change the rest out with any trainers you desire - who gets to stay and who's getting replaced by who?
You have 8 classical gyms, and each must have a theme; you must keep 2 native gym leaders, but can change the rest to whoever, so long as they are not E4 or better - who do you swap out and why?
Pro tip: you can use literally any trainers (including FBs) to fill any appropriate roles, but they should scale accordingly to the game design philosophy of player progression from one area to the next.
