The big problem with most box art legendaries is that they're just generic dragons when Rayquaza already kind of fills that niche perfectly. If I were to make a top 5, counting Mythicals because there's no fucking reason you shouldn't:

All of these are because of the anime. Mons like Lucario, Gengar or Gardevoir unironically mog most legendaries in iconography. The moment they started making too many Legendaries in Gen IV is the moment people stopped recognizing them, especially since their movies kept getting weaker and the anime stopped being watched so their exposure fell off hard. Most people don't give a shit about newer legendaries now outside of their competitive viability. You might get people who like Nebby more than the others cause "it's a character" and same with Cyclizar but their box art evolutions aren't really anyone's favorite Pokemon ever

Mew is the most iconic. it is infinitely more iconic than Mewtwo. Normalfags don't know what mewtwo is, and if they do they think it's ugly and unappealing (which also makes it more forgettable), whereas as everyone universally likes mew simply because it's cute.

When normal people hear "legendary", they think mew. They do not think mewtwo, period. A response like rayquaza or celebi is probably as likely as mewtwo, but maybe not since you kind of have to be a deeper pokemon fan to know anything after gen 1. But Mewtwo is still completely fucking forgettable because it is overshadowed by mew.

If you ask a normalfag to name as many legendaries as they can, maybe they will be able to name both mew and mewtwo, but they will name mew first. Mew is the most iconic, period. Mewtwo is literally unoriginal. It cannot be the most iconic. Its name. It's a literal clone. It has much higher stats but you don't think about stats unless you're a pokemon nerd.

That said if I asked one of my parents, they would probably answer "Pikachu", I doubt they would know any other pokemon at all.
