Considering that the people who do the following don't communicate with each other, yes:
- design the Pokemon
- make the Pokemon's dex entries
- make the Pokemon's stats, movepool, typing, and abilities

There's another way to "fly" you know, but the tradeoff is (highly) limited mobility (if not complete immobility).

Something that's sort of relevant here is Feraligatr's stance, its Pokédex entry says it struggles to walk on just its hind legs and prefers to walk on all fours, yet walking on its hind legs the only way we ever see it outside of water.
Thing is, that stance is the one alligators and crocodiles take when they are in water, so Feraligatr taking that stance that is fine, when it is in the water, it's just that it only takes that stance in the one situation where it should instead be on all fours, when it's on solid ground.
Other Pokémon do not have this problem, Decidueye for example will stand when on solid ground, but it will start flapping its wings when above water, instead of impersonating Jesus.

Not that anon but Flygon and pretty much every other dragon except for maybe Noivern have wings that are way too small and/or awkwardly shaped and seemingly lacking in any actual muscle attachments, it's just as ridiculous for them to be able to fly as it is for Escavalier to magically float.

I always liked the idea that he just kinda pivoted on the point on that shell and could balance on it and that was also why he's so slow, because he genuinely doesn't really have a means of locomotion. I disregaed pokedex entries 99% of the time anyway otherwise we'd be wanting to see more indian elephant representation or wonder when we get to visit Ayer's Rock.
