Bug and dragon are odd conceptually if you think about it. Most Pokémon's types correspond to their elemental powers and their designs can be pretty much anything, but the bug and dragon types have more to do with the kind of animal the Pokémon was based on. It's like if they forced most Pokémon based on dogs to have the DOG type.

Also, the answer is water, not because of the starters, they're good, but because the swimming water types can never be present outside of the games due to the fact they're just swimming in mid air if they're not in the water. They break the logic of the world just by existing. They could be replaced by ice, and have their resistances swapped around a bit and it'd work. Every water starter except for mudkip could be reworked into an ice starter and there'd be very little differences in design.

Bug and Dragon type do have unique stuff in them that hasn't been been developed yet.
Their special moves allude to it.
Bug has signal beam, which means if they tune into it, bug type could be computer bug or general weird type. They just haven't tapped into that.
And Dragon type is essentially sheer primal god energy. Not Christian god, but Eastern, Chinese, Confucius, family honor, type dragon god energy.
Also, Fairy typing is also god energy. Not Christian, or Chinese god energy. More... japanese, Naruto, Tsukuyomi, moon rabbit god, foooooolish samurai, type god energy.
Christian God energy in pokemon seems to be typeless energy. Arceus, Regigigas and whatever else they'll tap into next.

Before gen 8 and 9 I would say the fairy type but In those gens gamefreak finally started making more fairy types based on myths, youkai, and fairy tales which is what they should have always been. Personally I think what makes a ground type a ground type Is way worse off for what makes them the type than fire. However the most boring type with no question is flying. There has never been anything Interesting done with the type.

It's obviously electric. They're all yellow/black fast special attackers and half of them are pikachu clones. No other type even comes close.

It's Normal then Flying, Bug and Fighting.
Normal literally have nothing going for them.
Flying types are just birds or bugs, whatever. And bugs are just bugs, same shit.
Fighting types are meant to fight which is what every other type does too.
Honorable mention to Rock types which should just be Ground types. And why is it Ground and not Earth? So fucking stupid.

Other than fairy, which the series managed to go 17 years just fine without, I think bug might be the worst.
Try to wipe your mind of nearly 30 years of pokemon knowledge and imagine yourself playing gen 1 for the first time again. You have no preconceived notion of "bug" as an element.
Now imagine catching a Caterpie, and seeing that its type is normal. Would you really question it?
Probably not. It's just a normal bug, not unlike the normal rat and normal/flying bird you caught earlier.

Dragon is bad for similar reasons, but GF is a lot more willing to allow mons that are blatantly dragons to not be dragon-type. Whereas anything that's a bug has to be bug-type.

which is literally thousands and thousands of species to draw inspiration from. a lot of them might feel samey, but there is a reason there's so many of them.
same with grass. that encompasses and entire layer of the biosphere.

but fire? it's an element, there are no species irl that exhibit fire in their biology. so to make a fire type you either have to be very creative, do animal+fire, or possibly an objectmon. imo that's why there's so few, especially compared to the other "big 3" types. electric is kind of in the same boat.

For me, a type should be measured by the variety of its designs and concepts. How does it use the theme it has in its moves and designs? How does it translate into gameplay? How does it explore the overall theme?

The Fire type is plagued with red/orange elemental animals which is unfortunate, but it still has some novel ideas. Torkoal is like a teapot furnace, Magcargo i a lava snail that uses an obsidian shell, there have been attempts.

The types I would say are the worst are Electric (has struggled for years to have variety, is almost entirely elemental yellow monsters, pikaclones, way too many monotypes and rare on top of all of that. Look at the amount of electric Pokemon in Gen 3, it's disasterous), Fighting (identical stat spreads for many mons, and while it could be argued the theme is martial styles, it's very often slapped on any Pokemon that "is strong" or "fights good". But shouldn't that be every Pokemon?), and Fairy and Psychic (these typings have been handled poorly and overlap far too much. They should be kept different but holy fuck were they mismanaged. I knew they'd be mismanaged when Jigglypuff was made Fairy type)

What are you expecting here? They’re fire type because they use or rely on high temperatures and/or combustion, and water makes both difficult.

Fairy should focus more on magic, faefolk and youkai, and nature. Psychic should be more focused on psionics, the mind, and similar pseudo-science /x/ stuff. There /shouldn't/ be too much overlap with those.

Instead, what we get is a complete mix, both types having vague magic powers, fairy having a fucking food motiff for some ungodly reason, and also anything cute and pink being given Fairy type. The old typings before Fairy weren't adjusted well either, so many Pokemon that seem like they should be fairy just aren't. It was a mess through and through.

Misdreavus and Mismagius not being fairies is the most mind-boggling fucking thing. Why are they not fairies when fucking Gardevoir is, a pokemon who was presumably made Fairy due to its emotion aspect despite the literal emotion legendary being Psychic and another fucking emotion Pokemon being Psychic in gen 8? Flygon, Drapion, Gliscor, Iron Moth. Lurantis (yes I know it's supposed to be a plant imitating a bug but the point is that they can use buglike designs without making something a bug type).
Also arguably any marine arthropod Pokemon since there's inconsistency between Armaldo, Crustle, and Golisopod being bugs but Kingler, Kabutops, Crawdaunt, Klawitzer, Klawf not. And snails with Accelgor and Shelmet being bugs but not Magcargo, Goodra, Wo-Chien.

But it can't be the worst conceptually. Fire is like the one mandatory element for any element-based power system.
You can go fire/ice/lightning, or fire/water/earth/air, or even fire/water/earth/wood/metal.
But if you were presented with all 18 types and told to drop one from the series, fire would not even be a consideration.
