Lugia isn't Water type because they didn't really know what type to give it at the moment of its creation and settled for Psychic since it was the "powerful type at the time.
Stunfisk was originally a Water type but got changed for balance reasons.
I could go on, but I'll just skip ahead and say you're a retard for implying the justification is the same across the board.

Typing every aquatic creature Water-type is just an unnecessary restriction. Water is already the most common type in the entire game. I think Gamefreak is well-aware of this so if there is a reasonable excuse not to give something that typing, they'll sometimes do it in order to increase Dex diversity.

Living in/near water doesn't automatically make something a water type. I'm hoping one day we get a game where 80% of the dex is marine life that isn't Water type.

Is this actually true? I've been reading through the developer interviews and drsign documents relating to Gen 5 and haven't heard of that.

to make you mad. if it needed a second type at all (it doesn't) it should be poison anyway, not water.
