Archie’s latest appearance in a mainline game was Gen 7, where he had his old design not new one. This is GameFreak confirming that Gen 3 Hoenn is canon and Gen 6 Hoenn is not.

It’s not a retcon. Mega evolution started in Hoenn. UW was fired in Kalos. AZ learned how to make mega rings because he went to Hoenn. Lucario was the first Pokemon to mega evolve in Kalos.

Very much a retcon, the meteor that the mega stones came from is in Kalos being used as a sundial. It's a plot point of XY to upgrade the mega ring so you can find the mega stones that are shards of it.

No that shit is genuinely fucking dead now. That's why Masuda made faithful remakes with BDSP because Pokemon remakes hard canonically replace the originals. LGPE can't really do that though because they deliberately changed the story in ways that don't fit in with the rest of canon, but I feel like Pokemon Origins was meant to be that retcon
