Megas actually do lock a mon out of an evolution though, ZA exposition confirms that only Pokemon who've reached their maximum evolutionary potential can Mega Evolve, which was pointed out when a character questioned how Eternal Floette can have a Mega Evolution even though it's from a NFE species; But since that Floette can't evolve anymore due to the Ultimate Weapon's effects, it became eligible for Mega Evolution.

Why do like half of the mega designs involve retreads of previous forms whereas others don’t? There’s like no consistent unifying design motif with them. I think they needed to brainstorm a bit more for megas before they settled on what they’re meant to be.

Not the anon above but a close friend of mine whom I’m planning to visit this winter, picked Tepig as a starter, told me that Mega Ordile (Feraligatr) was actually appreciated there. In her own experience, she worked as a teacher, most of her students in the classroom she’s teaching overheard them cant stop talking about Waninoko (Totodile) the whole day. Saying Mega Ordile reminded them so much about their childhood of watching kamen rider zero one few years ago. Few others in her classroom talks about Meganium and Chikorita too along with Pokabu (Tepig) and Enbuo (Emboar) and it was days after the release of ZA.

Another friend of mine in the circle who’s been working in Japan for 16 years now, we’ve been trading Pokémon the other day to complete our dex, I told him if hes aware of the hate that Feraligatr (because he’s a fan of Totodile) has been getting and he knows about it but the Mega Evo seals the deal for him and nothing else, because he says seeing Feraligatr with the Totodile mask is a cool concept and it brings back his memories of watching old school Kamen rider shows like Agito and Zio in the past.

A design like that could work if the spikes made it look more powerful, or maybe sleeker, or something. But Tyranitar just looks uncomfortable and unable to move as a mega.
