Because it's much cheaper to hire artists than programmers so now all games are like 95% art and cutscenes and shit with bare bones gameplay or anything that requires development.

saving after using cheats in games like san andreas would mess up your save file which is why they probably stop you from doing it now

Generally it wouldn't. Some cheats effects wouldn't reset when the game restarted though so if you saved then loaded that save the effects would still be active. Aggressive pedestrians was one of them. It was usually the cheats you couldn't turn off by putting in the code again. I put in codes thousands of times and never had an issue outside of that. Spawning vehicles, health/armor, weapons, change time of day never caused a problem.

MTX monetization that came from PCs became the standard for consoles. And they made it worse, because of the closed enviroment and anti-consumer practices they could double down on in MTX. whereas on PCs, companies worked alongside the community despite the dozens of “expansions” each game had. Anon's point about GTA IV not having silly cheats has a lot more to do with the NON-RETRO GTA IV having an aimless direction. It's certainly a fun game but most of the things in the game aren't intended, the game is in a way a tech demo. Unlike NOT RETRO RDR where they did GTA IV right. 4, which I can't exactly blame it for, shares absolutely nothing with the original GTA's and is really the point where they started being more story focused over raw gameplay, more tightly controlled and scripted instead of natural chaos. One of the biggest indicators of this is the complete lack of anything to do in 4. You have the main missions, some pigeons to shoot, a handful of strangers (more missions), and a weird replacement for vigilante that isn't too bad. They added more in the expansions but at the end of the day GTA is all about chaos, everything in 1-3 was about causing chaos VC and Saa to a lesser extent but still have it. 4 and 5 don't really have that, they are fine in their own regard but compared to other GTA games they fall flat.

no it's more that GTA4 was focused on realism & simulation as opposed to the more arcadey focus of the 3D era GTA games while rockstar realized that was a mistake and made RDR, GTA5 more arcadey.

The novelty of messing around in the open world has long since worn off. We have lots of open world games now - too many. I blitzed through the remaster trilogy last week and I never had the inclination to fight the cops or put in cheats, because from a present-day standpoint, the only interesting content is in the missions.

the PS2 GTAs can be just as anal about how you're meant to complete missions, why do people pretend otherwise? for example in San Andreas, for one mission you're required to steal a combine and then grind up a clan of rednecks. if you get out and start shooting them, you fail.

funnily enough, GTA 4 has game modes that are as close as the series has ever gotten to the 2D era games in the 21st century. it's just they're all in the Multiplayer mode. Mafiya Work in GTA 4MP is directly inspired by GTA 1, with most of the mission objectives being identical to stuff in GTA 1.
