Streets of Rage 2 is a better game at the very least, because it does not feature the inane running inertia that C&D does. To have to press back + forward rapidly each time you want your character to stop in place while running and not have them run past the mark should never be a thing in any beat’em’up ever. Release of the movement button alone should be enough to do it. Timing jumping attacks at the proper height to have them come out at all is annoying too, they should’ve just been mapped to a separate input, like down + attack, instead of being timing restricted.

Streets of rage 2 is built to be a beatable game. You can position yourself to get grabs without getting hit. Your hits stun so unless you’re being snuck up on you’re just not randomly punished in the middle of hitting guys, which is your means of progression.
Arcade beat em ups are designed to show you enough cool shit that you want to keep putting in quarters despite all the bullshit. You can’t compare the two.
